Standardization of a Competency-Based Administrative Intelligence Test for Managers Based on the Scientific and Philosophical Foundations of Intelligence and Talent

Abstract

The aim of this study was to develop and standardize a competency-based administrative intelligence test for managers grounded in the scientific and philosophical foundations of intelligence and talent. This study employed an exploratory mixed-method design. In the qualitative phase, 15 higher education experts were purposively selected and participated in semi-structured interviews using the Delphi technique. Qualitative data were analyzed through inductive content analysis, including open, axial, and selective coding. In the quantitative phase, the statistical population consisted of managers of public universities in Tehran, from which 300 participants were selected using multi-stage cluster sampling. Data were collected using an administrative intelligence questionnaire, and analyses included exploratory and confirmatory factor analysis as well as reliability assessment using Cronbach’s alpha. Factor analysis results indicated that administrative intelligence is structured across eight factors categorized into scientific and philosophical dimensions. The eight-factor model demonstrated acceptable goodness-of-fit indices, supporting the construct validity of the instrument. Reliability analysis revealed high internal consistency, with Cronbach’s alpha coefficients indicating strong reliability across the overall scale and its subcomponents. The findings suggest that the developed instrument possesses robust psychometric properties and can be effectively utilized as a reliable tool for assessing competency-based administrative intelligence among managers in academic settings.
