Abstract

The present study aimed to develop and standardize the competency-based office intelligence test for managers by examining the scientific and philosophical foundations of intelligence and talent in the academic year 1402/1403. The research was an exploratory mixed-method (quantitative-qualitative) research. The statistical population in the qualitative part of the research was experts in the academic scientific community and higher education specialists in Tehran. 15 people were selected to conduct the qualitative part of the research and participated in a semi-structured interview process using the Delphi method. The sampling method in the qualitative part was purposive. The statistical population of the quantitative part included all managers of public universities in Tehran. The sample obtained from this population using the multi-stage cluster sampling method based on the Krejci and Morgan table was 384 people, of which 300 people were considered in this study. The data collection method in the qualitative part was a researcher-made questionnaire based on content analysis of an inductive exploratory type. The coding stages used in this study included open, content and axial coding. The Administrative Intelligence Test Questionnaire (Saadati, 1403) was used to collect information. The factors extracted from the exploratory factor analysis in the Administrative Intelligence Questionnaire were divided into two categories: scientific and philosophical factors, which were: 1- Decision analysis and problem solving 6 questions (questions 1 to 6) 2- Time management 5 questions (questions 7 to 11) 3- Communication skills 8 questions (questions 12 to 19) 7- Flexibility 5 questions (questions 40 to 44) 8- Conflict management 6 questions (questions 45 to 50) and also the philosophical factors were: 4- Organizational insight. 9 questions (questions 20 to 28) 5- Leadership and motivation 5 questions (questions 29 to 33) 6- Creative thinking 6 questions (questions 34 to 39). The results of examining the internal consistency of these 9 subscales show that these coefficients are in the range of 0.70 to 0.97, which indicates a desirable reliability for these factors. The Cronbach's alpha for the entire questionnaire was 0.94 and for the factors was more than 0.8, which indicates a high internal correlation of the factors and the entire instrument. Therefore, in explaining the research findings, it can be said that this instrument has appropriate reliability for the research purposes of measuring the intelligence and competence of managers.
